Amongst the many dysfunctional aspects of Auckland Council's governance practice, the POAL harbour extensions are "right up there".

The issues were very well put recently by Ian Stevenson, a hugely well informed critic of Tauranga local government (who also note, have a shareholding in "A Port").

He said, in relation to CCO's (very! similar to a Council shareholding) the following ...

"To many CCO’s, the consequence of that (the governance model)is more layers of management, all creating their own structures from top to bottom. It allows bureaucrats a free run,(self serving to the organisation but to no one else) ... inefficient and costly.

Most often the prime defects (of these flawed structures) leads to: -

(a) Removal of business control out of Council reach

(b) Provides a means to generate more revenue to justify more debt and spending.

(c) Separates from Council (CCO control/accountability)and so places more distance between ratepayers, Councillors and management

(d) Reduces accountability, transparency and especially LGOIMA issues for a CCO."

The fight for the Auckland wharves has a great deal of significance of itself but also the battle strikes a blow in the interests of better governance process and improved LG legislation.

Re the ports so called invasion of the harbour .

Might be very fitting to "inlighten a few myopic" ego's / yacht owners that protested yesterday

... funny how people that own yachts that tie up to Peirs, Moorings and wharfs, that encroach into our harbour, are complaining about a few ships that tie up to a couple of wharves.

I world say that West haven, Bays water, gulf harbour, west harbour, half moon bay, Orakei marinas and all the other moorings in the Auckland harbour, encroach on more harbour space and ruin the views of more Aucklanders than the POA could ever do.

All, the POA expansion is doing is upsetting a small view from another wharf!!...

All the Marinas, collectively, have ruined many nice "Bay views" right around the whole harbour!

Look at Westhaven!!!... three times as big as the port and a Aquatic "dead Zone" full of copper from decades of Antifouling leaching into the seabed!!!!

Cheers
