Likely ARC will NOT consult over 2010/2011 Plan...

The end is nigh...

At a workshop meeting of ARC on Monday 7th Decemebr, Councillors had preliminary discussions about its final Annual Plan. This is for the year 2010 - 2011.

Councillors were reminded that legislation establishing Auckland Council and abolishing all of Auckland's existing local bodies - except Watercare - required that Councils only need to prepare an Annual Plan covering the first 4 months of that plan year. In this case that's from July 1st 2010 to October 31st 2010, when abolition occurs.

The legislation provides that if that plan is consistent with the 2010-2011 year described in Council's current LTCCP (Long Term Council Community Plan), then that plan can simply be adopted by council resolution - without further consultation with the community.

Makes sense really. The community has already been consulted on the LTCCP (in ARC's case - that was last year) - including ARC's plans for the 2010-2011 year. So it could be argued it would be a waste of public money to consult again on what amounts to the first 4 months of it.

However - without telling tales out of school - there was a fair amount of pain in the room, as it sank in that ARC's days are truly numbered, and that ARC has little freedom to act independently any more, in the furtherance of regional goals and objectives it determines.

Of course it can continue to implement plans that have already been publicly agreed. I expect that ARC will decide to run with an Annual Plan for 2010-2011 that is much as agreed with ratepayers last year, and there will be no need for consultation.

The ARC won't go down screaming.
The ARC is in the shackles of abolition.
Execution is just around the corner.
The ARC is no longer master of its own destiny, or of the Region's destiny.
It will go - not with a bang - but with a whimper...
